How MOScholars works

MOScholars is Missouri's education savings account program with a structural difference from most state ESAs: it is funded by tax-credited donations (joined by direct appropriations as of 2026), and accounts are administered through educational assistance organizations (EAOs) approved by the Missouri State Treasurer's office. The base award runs up to 100 percent of the State Adequacy Target ($7,145 for FY2026), with higher tiers up to 125 percent for free and reduced lunch students, 160 percent for limited English proficiency, and 175 percent for students with an IEP.

Platform note for 2026-27: the Treasurer's office announced in June 2026 that Odyssey will administer MOScholars (applications, payments, program administration) starting with the 2026-27 school year, replacing ClassWallet. Families direct tuition payments from their account to approved schools; the operator receives the deposit in their business bank account. Because part of the funding depends on donation volume, enrollment-time confirmation with the family's EAO remains a habit worth keeping.

Becoming a MOScholars provider

Providers register through the MOScholars program process and complete payment setup on the program platform (Odyssey from 2026-27): business registration, a W-9 matching the legal name, your tuition and fee schedule, and background check coverage where required. Confirm category-specific requirements with the program; CohortLedger marks unconfirmed items as such.

Reporting cadence and operator obligations

Operators keep enrollment, attendance, and tuition records per scholarship student and meet the program's periodic reporting expectations.
